If men could not be spared to fill up the gaps caused in the

Detective Staff the Detectives need not have been lent or authori-

ty might have been asked to engage 5 extra men.

As for placing Mr. Hallifax in charge of the Chinese Folice,

if it can be arranged it might be tried. But a Superintendent is required to take charge at Tsim Sha Tsui where supervision is ever

more required.

No remarks except as to promotion of Inspector Lang- ley. The Acting Captain Superintendent of Folice forgets that one 1st. Class Inspectorship was added when the New Territory was taken over for an Inspector to take charge of Water Folice.

This was filled up by a landsman on Inspector Riley's departure apparently by inadvertence. No one can complain if this specially created 1st. Class post is given to the man most fitted for it whether he be in or out of the Force.
